On 31 January 2026, the Welcome Ceremony for Dame Hung Tsz Ching, President of the World Chinese Elite Federation, and Founding President Guan Bihong on Their Inspection Visit to Hainan, together with the Inaugural Assembly of the Hainan Chapter of the World Chinese Elite Federation, was held in grand style in Boao, Hainan. Attending were more than forty elite figures, including President Dame Hung Tsz Ching; Founding President Guan Bihong; Executive Vice President Gao Xianwu; Tian Liming, “Saint of Chinese Porcelain,” ceramic collector and appraisal expert; medical expert Fan Shiqiang; provincial government inspector He Pengfei; Qin Jinwei, President of the China–Africa Trade Association and Director of China Net Vision TV; Liu Cheng, Honorary Chair of the Global Chinese Media Alliance and Chairman of Japan International New Media Group; Wang Ziqing, General Manager of Shanghai Hui’an Fund; and Zhou Ji of Yunnan Fameili Import & Export Trading Co., Ltd.

Dame Hung Tsz Ching, President of the World Chinese Elite Federation, delivered the keynote address. President Dame Hung said: “Since its founding in 2009, the World Chinese Elite Federation has always upheld its original mission of ‘uniting Chinese elites worldwide, standing together in mutual support, seeking common development, and carrying forward Chinese culture.’ Through more than a decade of wind and rain, we have linked the strength of overseas Chinese across five continents; organised over a hundred investment inspection tours and cultural exchange activities in economic and trade cooperation, cultural dissemination, philanthropy, and related fields; and built a solid bridge for the motherland’s construction and international exchange. From helping advance the Belt and Road Initiative on the ground, Chinese worldwide have always watched over one another with a child’s heart for the homeland and empowered development with wisdom—this is precisely the spiritual code of our nation’s enduring vitality.”

President Dame Hung said: “Here I thank President Guan Bihong—our Founding President and Chairman of the Board of the World Chinese Elite Federation—who for many years has laid foundations and steered the Federation with devoted service; cultivated the overseas Chinese community and kept China in his heart; gathered the strength of Chinese worldwide with foresight and commitment; and built a solid foundation for the Federation’s development with outstanding merit. We are grateful to President Guan. In particular, President Guan Bihong has always given his utmost for the World Chinese Elite Federation and contributed greatly—let us give President Guan a warm round of applause.”

President Dame Hung said: “Today, the establishment of the Hainan Chapter is both an important milestone in the Federation’s development and a strategic choice to answer the call of the times and cultivate the fertile ground of the Free Trade Port. Hainan today, seizing the opportunity of Free Trade Port customs closure operations, is sounding the strong note of high-quality development for our era—a zero-tariff system covering more than 74% of tariff lines, the dual 15% tax regime continuing to release dividends, and policies such as tariff exemption on processing value-add injecting strong momentum into industrial upgrading. Here there is not only the ‘hard support’ of policy, but also the ‘soft power’ of culture. This land of opportunity is a policy highland and an industrial lowland—and still more, fertile soil for Chinese worldwide to display their talents and realise their dreams.”

“As President, I deeply understand the mission and responsibility the Hainan Chapter bears. Going forward, I will walk hand in hand with all elites; focus on economic empowerment, so that the strength of overseas Chinese business injects momentum into the Free Trade Port. Centring on Hainan’s key fields—modern services, high-tech industry, culture–tourism integration, and more—we will organise Chinese elites worldwide for investment inspections and gather quality resources of capital, technology, and talent toward Hainan; help Hainan enterprises connect with international markets; and precisely match Free Trade Port policy dividends with Chinese elite resources, achieving the favourable outcome of ‘overseas Chinese capital prospering Hainan, Hainan and overseas Chinese winning together.’”

“Deepen global linkage and let the voice of Boao reach the world stage. With the Hainan Chapter as a bond, build a ‘Global Chinese + Hainan Free Trade Port’ cooperation network; bring brand events such as the World Chinese Capital Forum and the International Elite Summit to Hainan, so that Boao is not only a platform for international dialogue, but also a hub where Chinese elites seek common development; inherit the fine tradition of earlier overseas Chinese leaders—‘hearts bound to their native soil, serving the motherland’—and guide more overseas Chinese to take part in Hainan’s rural revitalisation and public welfare, making Chinese commitment visible.”

President Dame Hung emphasised: “Friends, overseas sojourners’ roots are in China; Free Trade Port construction is unstoppable. Standing at the new starting point of 2026, the establishment of the Hainan Chapter comes at the right time, and our cooperation prospects are boundless. Let us take this assembly as an opportunity—with overseas Chinese as the bridge, culture as the vein, and commerce as the medium—to integrate personal ideals into the greater picture of national development; let the wisdom and strength of Chinese worldwide fully surge in the construction tide of the Hainan Free Trade Port; and together write an era’s magnificent chapter of cultural flourishing, economic takeoff, and overseas Chinese hearts turned toward the Party!”
